Well in simple words I can say that sometimes in our life when some kind of situation comes nd we already know that getting into that situation may trouble us nd create problem so for the betterment we stay away from that...so this rule applies same in the hide stratergy too...small states followed the hide stratergy to stay as far removed from the dominant power China,Russia,EU ,(US) nd below it's radar...bt the backdrop or I can say the demerit of this stratergy was that states may not be able to hide for substantial length of time.

Hegemonic system is a system of dominance with the consistence power to rule. The strategy to hide will be staying at a much farther distance as possible from the dominance.
