Helen says this line after the tree and storm incident. It was after this incident that she came to know the other side of nature. She had only seen the beauty for so long frolicking in between flowers and plucking fruits. But after she was trapped in a tree and experienced a thunderstorm all alone she was terrified and gave up on climbing trees for a while.

This line means that nature wages war in the form of  calamities ,epidemics etc against her children the humans. By softest touch hides treacherous claws Helen meant that the beautiful aspects of nature such as flowers, trees etc often hid the ugly parts of nature.

Helen called it treacherous claws as she had completely believed that the weather would be pleasant the entire day and was completely shocked when the thunderstorm arrived. It was treacherous in the sense that it betrayed her as she and blindly thought nature could only be beautiful.
