What does it mean to say that a chemical reaction is a rearrangement of matter?

here is your answer....

yes, it can be said so because in most of the chemical reactions such as combination reaction, displacement reaction, double displacement reaction etc. , only the rearrangement of elements take place and no new substance is taken from somewhere to complete the reaction....
