it means that don't come out of home .
for ex- he has not been keeping well of late so he keeps to the house.

when we say that someone is keeping the house it means they are taking care of the people that a living in it by being as a housewife but in the context for which you are referring to it can be anyone for example A person whose wife is dead he can say that my daughter is very good in keeping the house that means she is very good in rearranging the things of the house she keeps the roots of the house in well placed in fact she shows her father well after the predict easement of his wife so when we say that someone keeps to the house it means that that taking care of the house well
