The poet creates a hypothetical situation of the world ending twice. What he means by that is if something is left to be ruined by the first element of fire there is always the second one that is ice to finish the rest. The poet leans towards the idea of the world ending in fire that is due to greed and manly thirst for power. Contradicting this he says that the world can indeed meet its end at the hands of ice as well because of the amount of hatred present in this world.
