The scale defines the following:

The Initial Basic Salary: 23700

At the end of every year of completion from the time of joining, Increment in Basic Salary = 980

This increment will continue for 7 years until the basic salary becomes 30560

Consequently, your basic salary will get incremented annually by 1145. This annual increment will continue for 2 years until the basic salary becomes 32850

After that your basic salary will get incremented annually by 1310. This annual increment will continue for seven years until the basic salary becomes 42020  

After that there would be no more annual increments.

All the above is valid only if the person does not get any promotion and continue in the same scale for the given number of years.
