By 1927-1928 the town in Soviet Russia were facing an acute problem of gain supply. Stalin believe that rich peasant and traders in the countryside were holding the stock in the hope of higher price. The bulk land and implement were transferred to the ownship of collective farms. Peasants worked on the land and the profit was shared.
