☆An emotional wreck is someone who cannot control their emotions, and therefore cannot function properly in a society. They may have been going through a lot of bad events (as Jon Miner have said in his answer) but they could simply be someone who change their emotions rather quickly. Most would also define an emotional wreck as someone who is rather inclined to sadness, breaking down into tears at the drop of a hat.
Hope this helps.
