Answer: A good temper gives rise to naturally pleasant behaviour that radiates pleasantness all around. Conversely, bad temper breeds uncouth behaviour that poisons the stream of life. Both good and bad behaviour are highly infectious. The problem is that good behaviour cannot be enforced by the law.
