Responsibilities of the government are a very discussed topic, it's almost the basis of politicial science, together with legitimacy.
There are many varying philosophies about governments, foremostly the Lockean view, upon which the US was built (which introduces the concept of inalienable rights).
There is also the "Divine right to rule", which was present in the middle ages, or the Hobbesian or Machiavellian concepts, which are a bit darker and pessimistic.
Now, these are theories of state legitimacy. From these then comes the responsibility or the state. If you believe in the Lockean theory, you probably also believe the only responsibility of the state is to protect your rights.
In reality, governments have no responsibility whatsoever. They are just groups of people and institutions, which hold the power in the state. There wasn't a contract written when governments popped into existence. Its subjects were probably simply forced to be obedient.
But that's just my viewpoint. I don't believe in governmental legitimacy, therefore I don't have any concept of governmental responsibilities. I don't even believe in the concept of inalienable or human rights. However, look up these theories, they are very useful and you can and should learn a lot from them.
