A metals electrical conductivity increases with decrease in temperature and decreases with increase in temperature.

A metal has a large number of mobile carriers and no major restriction for its flow. But when the temperature is increased due to thermal motion of lattice atoms the transfer of majority carriers is decreased. (Similar to Brownian motion, but not the same)

As it cools down, there is no hindrance in the form of thermal excitation, enabling easier flow of carriers, increasing conductivity.

But as it happens in all cases, when the metal is at 0K (absolute zero), it cannot conduct.
