what does the line "its silence silences" mean?

This is the line taken from the poem “The Photograph” and it depicts how the poet’s mother would get into every photograph and cherish the memories associated with it.
Same happened with one of the pictures which were taken at the sea and she reflects on it.
But after her death there is only silence and no words.
