it conveys that power is not long lasting . The poetic device used is Oxymoron. As the script written on the pedestrial say something and completely opposite happens

This conveys that no one's power will not remain forever. Time is powerful, it have the power to destroy even the most powerful rulers. It had destroyed the statue of Ozymandias
