If they keep quiet, they may not indulge in reasoning, disputes and quarrels. So, let them keep quiet and not speak in any language. This will ensure peace and prosperity. Moreover he also asks people to use no language either verbally or non verbally, as it will create misunderstanding between the people. He asks us to wear Clean clothes which signifies brotherhood and union between people.
At last he simply wants us to be quite physically but not mentality, and be calm and never rush.
