Head is held high’ indicates that we should not be ashamed of ourselves. Rather we should be proud of our country, for what we have. A sense of self-dignity is what we need to enjoy our freedom fully.

"The head is held high" is a very famous phrase from the renowned poem Where The Mind Is Without Fear, written by Rabindranath Tagore.

'Held high' is often linked with self-respect and prestige. When we say one walks with his head held high, we mean that he walks with his respect unharmed.

Here, the poet wanted to signify that he wished his countrymen would walk with their heads held high. This means he wanted his countrymen to live their lives with respect and with nothing to fear. Everyone deserves to live with their respect. He wished they wouldn't have to bend their head in front of injustice and immorality.
