The poet means that he was very poor and was unable to buy food when food's price was increasing while at the same time , food rot in the godowns. He was hungry at that time therefore he say it.

By these lines the poet implies that the victim must have the rights to know the reason for his sufferings. That is, why grains are rotting in the go-down and the poor are hungry

- Often, songs, stories, and poems, inspire others and make them believe strongly in a concern and impact their efforts to remedy the situation. One way of fighting for equality was by Vinay Mahajan, a famous poet and social activist, who had composed a poem Right to Information wherein he had said that his hunger had every right to know why is that when grains could rot in go-down, he is unable to get e a fistful of rice.
