Democracy in true sense is by the people and for the people. It involves rights of people to elect their own leader.

Free and fair electionsFreedom of the pressFreedom of speechFreedom to protest, and to gather/congregateA monopoly on the legitimate use of forceAn absence of coercion and corruptionVoting rights for all citizens, and citizenship for all denizens of age (can’t exclude women or racial minorities from voting)A balance of power (no absolute power, no dictator)No tyranny of the majorityBasic human rights (no cruelty, etc.)
Democracy is an ever evolving idea, and many people have many different opinions on what it is and what it should be, so no perfect democracy can ever be agreed upon. However, as of Jan 20th 2018, New Zealand is rated as the most democratic country in the world.
