A “true” democracy has some essential components:

Free and fair elections
Freedom of the press
Freedom of speech
Freedom to protest, and to gather/congregate
A monopoly on the legitimate use of force
An absence of coercion and corruption
Voting rights for all citizens, and citizenship for all denizens of age (can’t exclude women or racial minorities from voting)
A balance of power (no absolute power, no dictator)
No tyranny of the majority
Basic human rights (no cruelty, etc.)
