Dhamma is a Pali word which in Sanskrit means dharma- the principle of cosmic order. The word dharma is related to piety, moral life, righteous, duty and religion.

The Ashoka's policy of dhamma was not a religion rather it was the synthesis of moral principles of all religions and aimed at promoting moral and social consciousness among the people.
