Its simple in a way that the govt (which is in ruling )must not favour any particular religion or try to favour a particular religion or make policies favouring a particular religion etc so basically secular means all people are equal before the law and they must not be discriminated based on their religion
NOTE : it is a principle opposite to principle of theocratic govt (search about it you want to know more about it.
