Answer: The explanation of cartoon is given below:-

Explanation:

  • The previous governmental and social order was known as the Old Regime.
  • It existed over much of Europe throughout the 18th century;
  • countries were controlled by absolutism
  • the monarch had ultimate power over the government;
  • classes of people, both privileged and unprivileged, existed throughout the continent
  • Persons who were not privileged were expected to pay taxes and were treated poorly, whereas people who were privileged were not expected to pay taxes and were treated well.
  • This artwork depicts "the people" as a guy who is blinded and chained and is being crushed beneath the weight of the wealthy, which includes clergy as well as royalty.
  • This viewpoint on the time period before 1789 purposefully exaggerates class distinctions and would have had very few proponents prior to the Revolution
  • nonetheless, the picture does illustrate the deep social conflict that the revolutionaries felt.
