I can is said when you are sure about doing anything and I will means that you will do it. In short when these two phrases are put together , then a proverb is formed which is I CAN AND I WILL which means you are capable of doing that thing and you will definitely do it. It is generally said when you are sure about the thing( or any task ) and you can do it nicely with no doubt.

I CAN AND I WILL MEANS THAT IF YOU KNOW THAT YOU DO IT AND YOU WILL .IN THIS WORLD ANY THING IS POSSIBLE.YOU CAN DO ANY THING BUT YOU HAVE  TO BE COURAGE .
