In this quote, Thomas Jefferson has told about his opinion on a safe place. As we see, press is in chains, they can't tell their own news, the news channels and newspapers are sold for publicity. On the other hand, we see illiterate people everywhere, because they weren't able to read because of some financial problems or any other stereotypes (maybe, about girls, like, women shouldn't be educated). So he has discussed that only a place where news channels aren't sold to politicians and no one is illiterate, js the actual safest place in the world.
