what does this statement mean primary germ layers are those which are formed from blastula.is that mean that blatula on maturity turns into germ layers or does it mean that in blastula itself the germ layers formed.

Blastula is a stage and it turns into a foetus on maturation.

The germ layers are formed in blastula or better to say blastula gets differentiated into germ layers. It is not like blastula turns into germ layers on maturity because blastula is a name of stage of embryonal development. It does not matures it gets differentiated and step into next stage.
