This story is set on planet Venus which has a total different atmosphere and weather patterns than on earth. Even though in reality venus is a hot planet and is hotter than earth, the author has imagined it to be a planet with rains for continuous 7 years.

This is a sci fi and a fictional story. So I guess maybe the sun is hidden behind the dark loaded nimbus clouds which cause the constant thunder, lightning and storms. Once the clouds are satisfied somehow, the sun comes our for an hour and disappears again
