From the mid-1920s, the Congress was more visibly associated with the Hindu religious nationalist groups. The Congress and the Muslim League tried to renegotiate and alliance. Muhammad Ali Jinnah was an important leader of the Muslim League. He was willing to give up the demand for separate electorate.

The Muslim league first approved the plan. But when Congress declared that it could change the scheme through its majority in the Constituent Assembly, they rejected the plan.
