What explanation does the author of lost spring offer for the chidren not wearing footware?

The narrator Anees Jung while travelling across the county, or villages roads came across many children walking barefoot. One explanation is that it has become a tradition for them to stay barefoot. But to the author this explanation does not hold good. Children like Saheb who have been living in a perpetual state of poverty, cannot afford shoes!
