The narrator Anees Jung while travelling across the county, or villages roads came across many children walking barefoot. One explanation is that it has become a tradition for them to stay barefoot. But to the author this explanation does not hold good. Children like Saheb who have been living in a perpetual state of poverty, cannot afford shoes!
