what factors contribute to the noon Sun being exactly overhead twice a year over Ahmedabad and Kolkata but not Delhi

Torrid zone experience the direct and vertical rays of the sun. Ahmedabad and Kolkata are able to see the noon Sun exactly overhead in a year but not Delhi because Ahmedabad and Kolkata passes through tropic of cancer and the sun is exactly overhead in the tropic of cancer.
