I believe the traditional answer to this riddle is a staircase. It remains in the same location but can be used to go up or down.

Elevators begin to make me think of other things you can travel vertically - holes, wells, trails up the side of mountains.

Alternatively, we can answer with stationary objects that take readings which increase and decrease (ie thermostats).

Then there is the Sun, going up and down in the sky as it rises and sets, but remaining in the same place in our solar system (unless you consider that the sun and everything in our solar system is actually traveling at 514,000 mph away from the center of the universe - but then that staircase is hardly in the same place anymore either).
