Who was Soapy and why did he want to be caught?

Soapy was a jobless person and he had no more money to buy food and rent a place to live.
He devised a plan to do some nonsense act in a restaurant and upon this, a cop would arrest him.
He will be put into jail where he could have shelter and meals two times a day.
