A mature democracy is a republic. The majority rules, but the minorities have equal rights that are inalienable. 

In Sri Lanka, the Sinhalese are a majority and Tamilians and Muslims are minorities. Their rights need to be respected, they should have a voice in governance. Since their populations are geographically concentrated, it would help if a federal structure is established and local self-governance is encouraged. 

Suppressed voices build up steam. That should not happen. The LTTE was a violent force, which was eliminated, even exterminated. This should be followed by devolving powers to the provinces or states, so that such pressures caused by anguish do not build up again.

India is a prime example of gradually increasing devolution of powers, starting with language-based states, and increasingly smaller states that give more expression to local voices. We too have a long way to go. The US with less than a third of India's population has 50 states, and they have stayed together because it is a federal country.
