1. people won't follow rules.
2.there will be fight in between people.
3. the needy people cannot get money or any other requirements.
4.people will be careless and won't follow anything......

If Government is not present there is many problems....
people will done any crime... they don't follow any rules... they will fallen in quarrel... and also they will fallen many problems
