The atomic no remains same because during chemical reaction both the reactant and the product site atom should reamin same because to follow the laws of conservation of mass

atomic number of an element is nothing but number of protons .

During a chemical reaction the number of electrons only changes but the number of protons does not change so the atomic number does not change.
