when exposed to air it gives a smell of chlorine because CO2 present in air reacts with bleaching powder liberate chlorine.

Bleaching powder is hydroscopic. When it is exposed to air it absorbs the moisture and becomes mushy or semi-liquid state for some time. It looses its property, it observed moisture and thus looses chlorine. When exposed to air it reacts with carbon dioxide present in the atmosphere and produces calicium carbonate and chlorine gas.
The balanced equation would be :
- CsOI2 [S] + CO2 [G] = CaCo [s] + CI2 [g]
