normally if the sulphuric acid is concentrated and then added to water then can result a boiling of water and is vigorous reaction with can also spit out and fall on your skin. But dilute sulphuric acid addition to water will not call this much of exothermic reaction of acid is not pure this time.

It then won't exhibit the characteristics of an acid. When not added with water it won't release H+ ions to show the character of acid
