Rowlatt Acts came in February 1919. The Imperial Legislative Council of that time passed that act in the legislature of British India.
After passing that act Mahatma Gandhi started a movement of protest that led directly to the Massacre of Amritsar in April 1919 and that also lead to his noncooperation movement in 1920–22.
