The reason is not sunlight or temperature but Wind velocity and Moisture content (Humidity) in air.
Vaporization or boiling of water need 100 oC temp. not evaporation. Evaporation is a different phenomenon. Evaporation is a natural and slow phenomenon, where in water molecules on the surface get mixed up with the air and move along. It can occur even at 1 oC. But with increase in temp. rate of evaporation increases. So, it dries off fast in sun because hot air has less density and can carry more water molecules with them.
