debates happens so that speaker can know different opinions and points on the topic..so during debate speaker constantly listens to the points and further decisions are taken accordance with the opinions..if debate between parties becomes conflict then speaker speaks in middle if the parties stops fighting then after speaker puts his or her opinion. on the other hand if parties continues debate speaker has the power to leave the sabha.
