Conductors have a lower resistance than insulators, but there's quite a range of material resistivities that would still allow them to be classified as a conductor.
In general, a conductive material has a resistivity of less than 100 MOhm - centimeter or 1 MOhm - meter. By this defintion, wet wood is a conductor (1 to 10 kOhm - meter). It's a good enough conductor that you wouldn't want to touch a live power wire with a wet stick, but on the other hand it's a poor enough conductor that you wouldn't use wet sticks to wire your house.
