What happens if a vitamin which we get through sunlight is not synthesized in the body?

When Africans moved into Europe they developed the ability to ingest lactose without issues. Previously only new born children could digest lactose. Many scientist also beleive Europeans developed light skin to prevent the blocking of UV light to help synthisize vitamine D.
