If cells do not have the ability of permeability then the cells won't be able to absorb water or anything through the membranes and the cellwall will dry up and die. There aremany things that depend on it such as osmosis and concentration level of sodium with other material.

if the cells do not have the ability of permeability there will be no entry and exit of molecules or substances across the membrane
Internal homeostasis gets disturbed severely
Finally it results in death of the cells
