Well... this could be an interesting question to understand but it's answer is simple. We know that rear view mirror is called so because it provides a rear or wider view which is mainly used in cars to see more number of vehicles behind.   But concave mirror forms inverted image in all cases except one when object is placed véry close (between pole and focus) to the surface of mirror so obviously it would be véry difficult for driver to see objects (cars) behind which are inverted. Also, the surface of concave mirror is curved inside so it can't provide a rear view when used. Hence we can't use concave mirror as rear view mirror.
