Most of the major muscles are located below the torso and therefore the closest operable unit to them is the spinal cord. This prompts quick transfer of messages and an almost immediate reaction.

If the spinal cord was not in charge of the reflex action, the actions would inevitably be under the control of the brain which would make the transmission and receiving time much more. although some reflexes such as the pupilliary reflexes are under the control of the brain and not the spinal cord, the distance of major muscles from the brain is quite a lot.

Hence reflex actions (most) would be sluggish if not under the spinal cord control
