When the government refuses to protect democracy, subject itself to the rule of law, or honor human dignity, then it forsakes its claim to the people's loyalty or obedience to its laws.

Disobeying the rules leads to punishment. There is no discrimination in punishments for breaking the rules. In this way equality is the basis of rule. There is also a chance there will be World War 3 and World chaos if majority of people didn't have followed the rules. Also, if they disobeyed the law, the town will be more like a crime-scene.
