We know that convex lens is diverging lens. This means that it spreads the light in all the directions. This is the reason that convex lens in used in street lights. The light is spread in all directions and a focused, sharp view is not created.
On the other hand, concave mirror is used in the reflectors of head lamps because it produces a sharp, focused image when the bulb is placed at the focal length. This sharp image is important so that darkness is absolutely penetrated and the driver can see clearly and drive easily.
Now, if we use convex shaped lenses in the reflectors, then the image produced would be distorted and no clear view will be produced, which will reduce the safety and efficiency of driving. Hence, convex lens are not used here.
