Washing soda is Na2CO3.10H2O.
It's already in its hydrated form , therefore it dissolves in water.

If it is in its crystal state then nothing will happen
but if it is dehydrated and again recrystallised
the soda ash will turn back to washing soda
hope the knowledge helps you through out your life
