When the empty tank is filled with air, air expand to fill the tank. As, we know that gases expand in the container in which they are inserted.
The gas molecules are always in random continuous motion due to which they posses kinetic energy. Due to the kinetic energy, molecules of air randomly collide with the wall of tank and by Newton's 3rd law of motion, equal and opposite force is exerted back by the wall of tank.
Since, the molecules exert force on wall of tank per unit area they exert pressure, hence pressure is created on the wall of tank.
