Substances wouldn't be able to go inside or outside the cell and they would be constant. They might be isotonic because the molecules would be moving equally in both directions.

If the plasma membrane loses permanently then the cell will not be able to exchange material from its surrounding by diffusion or Osmosis therefore the protoplasmic material in disappear and the cell will die.
