What happens to marine life when the outside temperature becomes less than 0 degree Celsius

when the outside temperature becomes less than 0°C the upper part of of the sea or ocean will freezes the lower part is not frozen and it's liquid . So if outside temperature is dropped marine life go bit deeper area of the water and stays alive.
