Basically the epidermal tissue provides protection to the plant.
Also root epidermal cells have unicellular projections called root hair that help to increase the absorptive surface area of the root.
Moreover, shoot epidermal cells have multicellular projections called trichomes that help to reduce water loss.
So if the epidermal tissue is removed, then the plant becomes more vulnerable to mechanical injury. Also absorption of water will be reduced and loss of water from aerial parts would increase.
